Present: Cemetery Commission Chairperson Lillian Drane and Cemetery Commissioners Harold Chandler and Todd Cheney
Cemetery Commission Chairperson Lillian Drane opened the meeting at 4:45 p.m. The Commission met with Peter OReilly of 3 Cushman Street regarding cleaning the Precinct Cemetery. OReilly informed the Commission, the Eagle Scout Troop will donate 100 hours to the Town. (Precinct Cemetery Project)
The project would entail removing all baskets, wreaths, sprays placed
on graves during the winter months as well as removing all coping,
curbing, fencing, and hedging grave mounds, borders or enclosures of
any kind on or around any grave or lots. Also all markers would have
to be dug and cleaned.
After much discussion, the Commission decided to have Peter OReilly
clean the Douglass Cemetery on Highland Street instead of the Precinct
Cemetery due to the fact, it would take sometime to get this project
approved by his superiors, and the Commission was looking forward to
having the Precinct Cemetery cleaned by Memorial Day.
With Chandler motioning, the Commission voted to approve the Minutes of the Meeting of December 4, 2003. Cheney seconded the motion and it was so voted.
(Discussion) The Commission began discussion regarding the Rules & Regulations of the Cemetery adopted April 1, 1972 and July 1975. The following changes were considered to the Regulations:
Descent & Distribution:
Section 4:
(After January 1, 2004) Evergreens
and shrubs will not be permitted on grave lots. Evergreen and shrubs
will be removed by grave lot owner at owners expense if necessary. If
necessary, existing evergreens and shrubs will be removed if it
interferes with new openings. (After January 1, 2004)
Section 8:
Plants may be placed in the ground, not more than eighteen inches (18) from the monument. Plants
and cut flowers shall be removed when wilted or unsightly, under the
direction of the Commission. Any decorations depicting an event or
holiday shall be removed within thirty (30) days following the event.
Only things described in these Regulations such as plants, monuments
and markers placed and maintained in accordance with these Regulations
are considered acceptable. All other objects are considered
unacceptable and not in keeping with the looks and intent of the
Cemetery Commission, and may be removed and discarded under the
direction of the Cemetery Commission. No planting are allowed beside or behind the monuments. Flags, vigil lights, Wood Chips or Stone Chips, and other
decorations must be contained within this area. Single graves
with markers may have potted plants or flower vases placed upon the
marker. No in ground plantings are allowed on single graves.
Section 9:
No structure or object shall be allowed on the lot, that interferes with or obstructs the mowing or maintenance
of the Cemeteries, such as no coping, curbing, fencing, hedging, grave
mounds, borders or enclosure of any kind shall be allowed on or around
any grave or lot.
THE FOLLOWING ITEMS ARE NOT ALLOWED:
Stone, Wood, or Plastic, Fences, Rubber Edging, or Curbing of any kind.
Shrubs, trees, bushes, rosebushes, rhododendrons, azaleas, iris or
similar plantings if violated the Cemetery Commission reserves and have
the right to correct any and all of the offending shrubs, flowers or
ornaments and to seed the area.
No statues are allowed
There shall be no urns placed on any lot
No Shepherd Hooks are allowed on graves with grave makers or monuments
After much discussion, the Commission recommends scheduling a public
hearing for adoption of the amended Rules & Regulations on April
29, 2004 @ 4:30 p.m.
On a motion duly made and carried, the meeting adjourned at 5:20 p.m.
